GMO and RWAMREC Sign Strategic Partnership to Strengthen Gender Accountability and End GBV

Kigali, Rwanda, 20th February 2026, The Gender Monitoring Office (GMO) and the Rwanda Men's Resource Center (RWAMREC) have officially signed a five-year Memorandum of Understanding (MoU) aimed at strengthening collaboration in promoting gender equality, enhancing gender accountability, and accelerating efforts to eliminate Gender-Based Violence (GBV) and human trafficking in Rwanda.

The MoU was signed  by Mrs. Umutoni Gatsinzi Nadine, Chief Gender Monitor, on behalf of GMO, and Mr. Rutayisire Fidele, Executive Director, on behalf of RWAMREC.

This partnership establishes a formal framework for collaboration between the two institutions to improve service delivery for victims of GBV, human trafficking, and child abuse, while reinforcing accountability mechanisms at both national and decentralized levels.

The agreement aligns with Rwanda’s constitutional and legal commitments to gender equality, as well as regional and international obligations, including efforts to promote positive masculinities and male engagement in preventing violence.


Key Areas of Collaboration
Under this MoU, GMO and RWAMREC will:
•Conduct joint Gender Accountability Dialogues across communities
•Promote positive masculinities and male engagement in ending violence
•Strengthen data sharing and evidence generation through the Gender Management Information System (GMIS)
•Support survivors of GBV and human trafficking through empowerment, psychosocial support, legal aid, and reintegration programs
•Advocate for policy reforms and strengthened rule of law in addressing gender injustices
•Mobilize resources and implement joint annual action plans
The partnership also emphasizes youth engagement, collaboration with religious institutions, and institutional capacity building to ensure sustainable impact.
A Shared Vision for a Violence-Free Society
Through this strategic alliance, GMO and RWAMREC reaffirm their shared commitment to building a society where women, men, girls, and boys fully realize their potential in an environment free from violence and discrimination.
The MoU, effective for five years, reflects a spirit of mutual trust, integrity, transparency, and accountability, reinforcing Rwanda’s continued leadership in advancing gender equality and social justice.

ABOUT RWAMREC
Rwanda Men’s Resource Centre (RWAMREC) is a non-government organization striving to achieve gender equality through the promotion of positive masculinities and male engagement approaches in preventing gender-based violence (GBV) in Rwanda. RWAMREC was founded in 2006 by nine members and was legally established in 2008 by Ministerial Order no. 114/11 of 3/9/2008. The organization was formed as a response aimed at seeing men become part of the solution and efforts to end men’s violent behaviors. With this concept, the organization worked to change the masculinity norms of men and boys to become positive and supportive partners in promoting gender equality in Rwanda.

Gender Monitoring Office is a government institution established by the Constitution of the Republic of Rwanda, as outlined in Article 140, GMO’s mission is to effectively monitor gender mainstreaming and fight against Gender-Based Violence (GBV) and related injustices to achieve gender equality in Rwanda, as it is stated in Article 6 of Law No. 51/2007 of 20/09/2007 determining the responsibilities, organization, and functioning of the Gender Monitoring Office in Rwanda
