UMUTONI GATSINZI Nadine
Chief Gender Monitor
Ms. UMUTONI Gatsinzi Nadine has been serving as the Chief Gender Monitor at the Gender Monitoring Office since August 22, 2023. Before assuming this role, she held the position of Director General at the National Child Development Agency (NCDA) for two years. Prior to her tenure at the NCDA, she served for over two years as the Vice Mayor of the City of Kigali, overseeing Socio-Economic Affairs.
In addition, She served as the Permanent Secretary of the Ministry of Gender and Family Promotion for three years. She also worked at the Rwanda Governance Board for six years, initially as the Acting Director General of Research and later as the Head of Corporate Services.
Earlier in her career, Ms. UMUTONI worked as a lecturer at the University of Rwanda - College of Arts and Social Sciences in the Faculty of Law, where she taught for five years and concurrently served as the Coordinator of the Master's Program in Business Law. Furthermore, she served three years as a Regulatory Board Member for the Rwanda Utility Regulatory Authority (RURA).
Ms. UMUTONI holds a master's degree in Public Law and Good Governance from Utrecht University in the Netherlands, as well as a bachelor's degree in law from the University of Rwanda.
RURIHOSE HABIYAREMYE Florien
Deputy Chief Gender Monitor in Charge of Gender Mainstreaming
Mr. Florien Rurihose has been the Deputy Chief Gender Monitor in Charge of Gender Mainstreaming at the Gender Monitoring Office (GMO) since May 2022. His main responsibility is to ensure accountability for the respect of the principle of Gender Equality at all levels by monitoring the respect of gender equality principles in public, private, non-governmental, and religious organizations as well as monitoring the implementation of international agreements and programs ratified by Rwanda to promote Gender Equality and Women Empowerment.
Before joining the Gender Monitoring Office, Mr. Florien worked as a volunteer at the Forum des Activistes Contre la Torture (FACT-Rwanda), a non-profit human rights organization addressing the issues of torture and organized violence in Rwanda. Furthermore, He worked for 10 years with DUTERIMBERE ONG, a local women's nonprofit organization that promotes the entrepreneurship of smallholder women across Rwanda. His personal goal is to promote an integrated approach to Women’s Economic Empowerment, with a specific focus on capacities and skills development, community development, as well as eliminating violence against women in all segments of the Community.
Mr. Florien holds a Bachelor of Science in Biological Sciences from the Kigali Institute of Science and Technology, as well as an MBA degree in Projects Management from the National Institute of Business Management, India, and is pursuing a Master's degree in Gender and Development at the University of Rwanda.
MUHONGERWA Agnes
Deputy Chief Gender Monitor in Charge of Fighting Gender Based Violence
Mrs. MUHONGERWA Agnes has been the Deputy Chief Gender Monitor in Charge of fighting Gender-based violence and other injustices at the Gender Monitoring Office (GMO) since 17 January 2025.
Prior to that, she served as the Head of the anti-GBV & Drugs Unit in the National Public Prosecution Authority since 2015.
She worked as a Prosecutor at Intermediate Level in the National Public Prosecution Authority since 2004 to 2015, where she served as a Prosecutor in charge of Gender based Violence cases.
Mrs. Muhongerwa holds Bachelor’s degree in Law obtained from Kigali Independent University (ULK), a Diploma in Legal Practice from ILPD-NYANZA and she is a candidate of masters’ degree in International criminal Justice at INILAK.
CYIZANYE Allen
Executive Secretary
Allen Cyizanye is currently the Executive Secretary of the Gender Monitoring Office, before her appointment by the Cabinet in November 2016, she worked for the same institution as a Director in charge of fighting Gender Based Violence and other Injustices and in other different positions since 2011. She has extensive working experience in gender equality, women’s empowerment, accountability, fighting gender-based violence, research, partnerships, and stakeholder engagement.
Allen holds a bachelor’s degree in Law, a post-graduate diploma in Legal Practice, a certificate in mediation and a master’s degree in Gender and Development.
